I finally solved the OS 9 problem by mounting the Powerbook disk, which had the 10.3 install, in target mode on a desktop Dual Mirror Drive door G4 machine and installing from the 0S 9 9.2.1 disk from the MDD machine on to the Powerbook disk. I realized that I could wipe the drive again, install 0S 9 from the original system disks, upgrade to 9.2.2, install 10.2, upgrade to 10.3, but was dismayed at the amount of work this would entail. This was odd since the Powerbook was an OS 9 era machine that predated 9.2.1. I tried booting and installing from an OS 9 (9.2.1) disk but that gave an error that the machine was not supported. Then I ran into the difficulty that there was no 0S 9 version for Classic installed. Interestingly, the Panther upgrade gives you the option of wiping the disk before the install, presumably giving your a "fresh" 10.3 installation rather than an upgrade. I reinstalled 10.2.0, and started up from the Panther disk. I wiped the disk and tried to install 10.3 from the "Upgrade" disks and received the error that I needed a valid 10.2 install on the disk. I found this out too with a older Ti Powerbook (667 MHz -vga video-out). I hope this spares someone extra time and grief.

I took a cursory look at the "Mac OS X Panther Installation and Setup Guide" and there isn't anything mentioning that a previous OS X system has to be installed when using the Update CD's.
